<p>Founded in 1994, CTL helps schools, school districts, post-secondary institutions, and other learning organizations to reach and teach all learners. Our work extends from our home base in Louisville, Kentucky to national and international settings, increasing the capacity of all kinds of organizations to meet their learning goals.</p>

What We Provide</h3>
<p>CTL's primary work is the design and delivery of highly effective professional development. Based on client needs, we design customized training to target learning goals. Our focus is on improving teaching by obtaining and applying real evidence, and developing standards-based classroom practice and effective instructional and administrative leadership.</p>
<h3>Where We Place Our Focus</h3>
<p>At CTL, we focus on the classroom teacher. Research continues to show that, within the formal educational system, the classroom teacher is the single most critical factor in student success. CTL provides individualized coaching and support to educators to help them realize dramatic changes in teaching and learning.</p>
<h3>How We Accomplish Our Work</h3>
<p>We carry out our work with a client over a sustained period of time, generally from one to five or more years. Engagement over time is necessary for improvements to occur and become sustainable components of the teaching and learning culture.</p>

We use standards-based approaches to professional development design that are grounded in research, and provide educators with practical tools and strategies that sustain professional growth. </p>

Major programs are typically measured by external experts in research and evaluation, and results are reported to funders, granting agencies, project stakeholders and other interested parties.</font></p>
<p><strong><u>Funding</u></strong>: CTL is funded primarily through fee for service contracts (earned income), supplemented with <strong><a href="/site/clientspartners/funding-partners.html">corporate, foundation and government grants</a></strong> and financial contributions from individuals (contributed income).<br />

<p><font face="Georgia" color="#121212"><font face="Georgia" color="#121212">Our experience suggests that there are no silver bullets or off-the-shelf solutions when it comes to meeting important challenges in education. What works is what CTL does: Our caring, committed professionals work closely with each client to understand the nature of every challenge, and then to co-create customized approaches to meet those challenges. Our educational coaching staff possess expertise in the areas of effective professional development design, adult learning, adolescent literacy, educational leadership development, the arts in education, early childhood development, at-risk student achievement (closing the achievement gap), college readiness, assessment, program design and evaluation. </font></p>

<p>CTL’s central focus is improving K-16 classroom practice. Our approach to helping teachers reach and teach all learners has at its core the belief that teachers must first experience the kind of instruction that helps all students learn, and then receive positive, ongoing support as they transform their teaching. Pre-packaged solutions, recipes and checklists don’t work; a commitment to co-creating instructional approaches, building teacher knowledge, and increasing the capacity for informed decision making does. <br />

Based on the belief that all involved in the educational endeavor must make the improvement of instruction and student learning a priority, CTL’s work includes school and district administrators as well as state leaders. CTL’s unique approach to engaging adult learners in new ways includes infusing the arts into all professional development activities. We know through research and our own experience that the arts provide a unique means for connecting students to their learning, besides having value on their own as critical disciplines. The arts give students multiple ways to learn and express learning, and promote creative and original thinking.</p>
<p>CTL organizes its work and continues to build capacity around three areas of competency: Literacy, Leadership, The Arts. Following are competencies in each area:</p>

<li>Developing in teachers specialized knowledge of reading, writing, listening, speaking and observing so that they can support their students’ literacy development</li>
<li>Deepening teachers’ understanding of mathematics and science content and processes to increase student achievement and preparation for higher learning</li>
<li>Engaging teachers in active, hands-on learning aimed at having them construct new meaning, so that they, in turn, can engage their students in the same way</li>
<li>Helping teachers embed student skills for learning so they can transition successfully across levels—elementary to middle school, middle to high school, and high school to college </li>
<li>Encouraging teachers to adopt a continuous improvement stance, where they continually gather evidence of student learning and make decisions based on that evidence</li>

<p>Below is a typical scenario for how we approach work with a client. The steps may change based on the nature of the work, the source making the inquiry, and past work relationships.</p>
<h3>Step 1: Initial Contact/Inquiry (no charge)</h3>
<p>Organization contacts CTL about possibly assisting with a need. A CTL staff member will respond to the inquiry within 48 hours.</p>
<h3>Step 2: Interview (no charge)</h3>
<p>To save both parties time and expense, CTL will do an initial telephone “interview” to further explore the organization’s needs in light of CTL’s skill sets, core competencies, etc. If a good fit is evident, we proceed to step 3.</p>
<h3>Step 3: Face-to-Face (no charge if meeting is in Louisville)</h3>
<p>(This step may not be necessary if the interview is sufficient.) CTL staff will contribute one face-to-face meeting with the organization to further refine understanding of all desired outcomes for the project, and to explore other information needed to develop a proposal. </p>
<p>We prefer that representatives from the organization visit our office in Louisville to meet staff and tour our facility. If CTL travel is required, we may charge a fee to cover time away from the office and travel expenses. </p>
<h3>Step 4: Proposal Development (typically no charge but possible one-time fee)</h3>
<p>Based on information gathered via the first 3 steps, CTL staff will develop a proposal for completing the desired work, which, based on the project, may include a narrative outline, methodologies, training technologies, a timeline, a budget, and reporting requirements.</p>
<p>Based on the complexity of the project and of the proposal writing process, CTL may charge a one-time fee for the proposal development (for example, if the proposal development requires multiple iterations, face-to-face meetings, presentations involving travel, etc.)</p>
<h3>Step 5: Clarification of Understanding</h3>
<p>The organization reacts to the proposal submitted by CTL and steps are taken to address any issues in need of further clarification.</p>
<h3>Step 6: Contractual Agreement</h3>
<p>A contract is developed by CTL outlining the steps in the proposal, and signed by all parties to the agreement.</p>
<h3>Step 7: Implementation</h3>
<p>The work begins.</p>

CTL seeks the support of forward-looking individuals, businesses and foundations that understand the need for private responses to public challenges.</font></p>
<p><font face="Georgia" color="#121212">Much of CTL's work depends on the generosity of individuals, corporations and foundations that share the view of improved schools for all learners. <h3>The Need for Support</h3>
<p><font face="Georgia" color="#121212">Many schools and districts simply cannot afford to initiate a multi-year approach involving multiple days of training, on-site coaching, high-quality teacher and students materials, and related costs like travel, substitute fees, etc. It takes funding assistance from outside sources for most schools to begin on the path of sustainable transformation of their teaching and learning culture.</font></p>
<h3>How CTL Makes Use of Your Donation</h3>
<p><font face="Georgia" color="#121212">As a non-profit corporation, all contributed resources go directly back into the provision of services to schools and other learning organizations. No funds are used for the financial enrichment of directors or shareholders. </font></p>
<p><font face="Georgia" color="#121212">CTL applies all contributed resources to the ongoing delivery of professional development services to its client organizations. These services fall generally under the three areas described on our <a href="http://www.ctlonline.org/site/services/ctl-core-competencies-and-expertise.html"><strong>Core Competencies and Expertise</strong></a> page and take the form of new research and development, direct planning with and ongoing coaching for teachers and other school personnel, and the development and delivery of training constructs. <h3>The Need for Support</h3>
<p><font face="Georgia" color="#121212">Many schools and districts simply cannot afford to initiate a multi-year approach involving multiple days of training, on-site coaching, high-quality teacher and students materials, and related costs like travel, substitute fees, etc. It takes funding assistance from outside sources for most schools to begin on the path of sustainable transformation of their teaching and learning culture.</font></p>
<h3>How CTL Makes Use of Your Donation</h3>
<p><font face="Georgia" color="#121212">As a non-profit corporation, all contributed resources go directly back into the provision of services to schools and other learning organizations. No funds are used for the financial enrichment of directors or shareholders. </font></p>
<p><font face="Georgia" color="#121212">CTL applies all contributed resources to the ongoing delivery of professional development services to its client organizations.
